Reuters reported 71% of the Trump administration's $500 Working Families Obamacare Refunds went to people in midterm battleground states, or states with close midterm races. Mailing to nearly 1 million Affordable Care Act health plan members began Sept. 30, Reuters said, weeks before the Nov. 3 midterm elections.
