Burnham Bars Early Release for Unlawful Killing Convictions

Prime Minister Andy Burnham excluded all unlawful killing convictions, including manslaughter, from early release. Jessie Cole and Albert Bowers, serving 13 years for the 2019 manslaughter of PC Andrew Harper, were due out in January. The policy also covers death by dangerous driving and indecent assault, keeping hundreds more inside despite prisons at 97% capacity.
