Burnham Keeps Killers of PC Harper Behind Bars

Prime Minister Andy Burnham banned early release for anyone convicted of unlawful killing, including manslaughter — when someone causes death without intent. Jessie Cole and Albert Bowers, jailed 13 years for the 2019 killing of PC Andrew Harper, were due out in January. The ban also covers dangerous driving and indecent assault, keeping hundreds locked up despite prisons at 97% capacity.
