Burnham Blocks Early Release for Unlawful Killing, Keeping PC Harper's Killers in Prison

Prime Minister Andy Burnham excluded all unlawful killing convictions, including every form of manslaughter, from the early release scheme. Jessie Cole and Albert Bowers, sentenced to 13 years for the 2019 manslaughter of PC Andrew Harper, were due for release in January. The exclusion also covers death by dangerous driving and indecent assault, keeping "hundreds" more in prison despite 97% prison capacity.
