LAPD raises use-of-force count after body-cam footage of in-custody death

The LAPD initially reported two use-of-force incidents when Jose Carlos Hoyoz-Munoz, 58, died in a Van Nuys jail cell on 15 July. After releasing body-cam footage on 29 August, the department revised that count to three. The video shows officers repeatedly restraining the handcuffed man over several hours before he was found unconscious and not breathing.
