
LAPD raised its use-of-force count from two to three after releasing body-cam footage of in-custody death
The LAPD said two use-of-force incidents occurred when Jose Carlos Hoyoz-Munoz, 58, died in a Van Nuys jail cell on 15 July. In body-cam footage released 29 August, the department revised that count to three. The video shows officers repeatedly restraining the handcuffed man over several hours before he was found unconscious and not breathing.
