Burnham widens early-release exemptions amid victims' pressure

Prime Minister Andy Burnham widened exemptions from the early release scheme after pressure from victims' groups, the BBC reported. Burnham said he was "confident" the killers of PC Andrew Harper, dragged to death in Berkshire in 2019, could now be excluded. He said he had "wanted to go even further" but had reached the legal limit. The scheme covers England and Wales only.
