Burnham widens early-release exemptions, targets PC Harper killers' eligibility

Prime Minister Andy Burnham widened exemptions from the government's early release scheme after pressure from victims' groups, the BBC reported. Burnham said he was "confident" the killers of PC Andrew Harper, dragged to death in Berkshire in 2019, could be excluded after they remained eligible. He said he had "wanted to go even further" but had reached the limits of what is possible. The scheme applies to England and Wales only.
