PM's office keeps secret the advice on covert threats

The Prime Minister's office is refusing to release any documents — or even their titles — about advice on "grey-zone operations": hostile acts that fall short of war, like sabotage or hacking. RNZ asked for the papers under the Official Information Act. Several exist, but the office says national security means they stay secret. The only related thing made public is a round-the-clock undersea cable monitoring system announced in June.
