PM's office refuses to release any grey-zone operations advice, citing national security

The Prime Minister's office has refused to release any documents — or even their titles — on advice Luxon has received about grey-zone operations, citing national security. An OIA request from RNZ confirmed several documents are in scope. The response said no public interest outweighed withholding. The only related measure disclosed so far is a 24/7 undersea cable monitoring system announced in June.
