Scotland's FOI watchdog asks top court to settle rule on private legal papers

Scotland's freedom-of-information watchdog, David Hamilton, wants the UK's highest court to intervene after judges overturned his order to release papers from the inquiry that cleared Nicola Sturgeon of breaking ministers' rules. Hamilton said the ruling makes it too hard for the public to obtain private legal advice through information requests. The court's decision would apply to every public body in Scotland.
