PM won't say why rates cap waits until 2029

At a Paraparaumu meeting, a local asked Prime Minister Christopher Luxon why the government's plan to limit council rate rises to 4 percent cannot start sooner. The limit does not fully apply until 2029. Councils begin working towards it from 2027. Luxon did not directly answer, instead explaining why the government wants the cap. Some councils have already raised rates 8 to 12 percent.
