No law guarantees anyone a place to sleep in NZ, minister says

Housing Minister Chris Bishop told RNZ he is uncomfortable that New Zealand has no law guaranteeing people shelter on any given night. He called housing "an enormous challenge" but said fixing services matters more than passing a law. Emergency Housing Minister Tama Potaka declined to comment.
