New PM Burnham to Cut VAT on Electricity Bills, Funded by Scrapping Digital ID

Prime Minister Andy Burnham announced plans to remove VAT from domestic electricity bills from October 1, with Chancellor John Healey confirming the cost will be covered by cancelling the digital ID programme this financial year. Burnham also signalled openness to using "flexibility" in fiscal rules for public investment, while affirming Labour's existing fiscal commitments.
