Federal judge hears 'nothing' from USPS on mail-ballot plan as states prepare to send out votes

A federal judge in Boston said she heard "nothing" from the U.S. Postal Service about how it would implement its plan to regulate mail ballots for the midterms, as North Carolina prepared to become the first state to send ballots to voters.
