Internal document puts Toronto–Quebec City high-speed rail cost at $150-billion, nearly double public estimate

An internal Crown corporation briefing obtained by The Globe and Mail estimates the Toronto–Quebec City high-speed rail line's full 40-year lifecycle cost at $148.1-billion to $152.7-billion. Alto's public estimate of $60-billion to $90-billion covers infrastructure capital only. The internal document adds rolling stock and decades of operations and maintenance. The figures were redacted in earlier access-to-information releases.
