UK tribunal blocks deportation of many Albanian male trafficking victims, issues binding guidance

A UK Upper Tribunal panel ruled the Home Office can be blocked from deporting many young male Albanian trafficking victims, issuing binding country guidance citing significant retrafficking risk, widespread corruption, and no dedicated shelters for adult male victims in Albania. The case involved a 21-year-old trafficked into cannabis cultivation. Albanians accounted for a quarter of all UK enforced returns in the year to March 2026.
