Industry groups claim construction code changes added up to $33,000 per home. Government analysis says lifting the energy rating from six to seven stars raises build cost by less than 1 per cent. The RBA and CSIRO separately found previous efficiency tightening barely moved costs — sometimes they fell. The Coalition has not engaged with those findings.
