Ukrainian Intelligence Agencies Clash in Kyiv Over Russian Fighter's Arrest

Gunfire broke out between Ukraine's SBU (domestic security service) and HUR (military intelligence) in central Kyiv on September 3, 2026. SBU had arrested Kaplunov, a Russian national fighting for Ukraine under HUR.
