Judge won't force Texas to hand over ICE agent charged in Minneapolis shooting

A federal judge rejected Minnesota's request to compel Texas Governor Abbott to sign an extradition warrant for ICE agent Castro, charged with assault after shooting a man during a Minneapolis immigration raid. The judge said Abbott's silence gave the court nothing to review. Texas's 90-day holding limit now requires Castro's transfer or release. Minnesota warned he may flee to Mexico.
