Judge won't make Texas send ICE agent to Minnesota to face assault charges

A federal judge refused to force Texas Governor Abbott to send ICE agent Castro to Minnesota, where he faces assault charges for shooting a man during a Minneapolis immigration raid. The judge said Abbott's silence gave the court nothing to review. Texas must transfer or release Castro within 90 days. Minnesota warned he may flee to Mexico.
