Canada and the U.S. are racing to finalize a phase-one trade deal before Aug. 19, when new U.S. tariffs take effect. Three Canadian and one U.S. source say Canada would get tariff relief in exchange for concessions on critical minerals and F-35 fighter jet purchases.
