Reform UK prisoner-transfer plan: three of four named countries decline

Reform UK proposed sending 10,000 foreign criminals to prisons in El Salvador, Kosovo, Lithuania and Estonia. Lithuania said it saw "no scope" for such a deal. Kosovo is committed to a £170m arrangement with Denmark. Estonia's capacity is tied to a Swedish agreement from July 2026. Only El Salvador has not publicly objected.
