Reform UK's foreign-prisoner transfer plan: three of four named countries say no

Reform UK proposed transferring 10,000 foreign criminals to prisons in El Salvador, Kosovo, Lithuania and Estonia. Lithuania's government said it saw "no scope" for such arrangements. Kosovo is committed to a £170m deal with Denmark. Estonia's capacity is tied to a Swedish agreement from July 2026. Only El Salvador has not publicly objected.
