The Coalition wants net overseas migration (NOM — arrivals minus departures) under 180,000. Australia's permanent intake is already 185,000, before temporary arrivals count. NOM was forecast at 260,000 for 2025-26 but hit 311,000. NOM is inherently hard to control precisely through policy.
