Coalition's migration target is lower than what Australia already takes in

The Coalition wants fewer than 180,000 migrants a year. Australia already accepts 185,000 permanent migrants — before counting temporary arrivals at all. The government expected 260,000 but got 311,000. Because migration counts people arriving minus people leaving, it's hard to control exactly through policy.
