UK Pays for Cheaper Bus Fares by Turning Foreign Aid Gifts Into Loans

A £2 bus fare cap starts January 2027 across England outside London, backed by £454 million. About £400 million comes from changing money meant to help poorer countries fight climate change: instead of giving it freely, the UK will now lend it and expect repayment. The rest comes from energy department savings. Total cost may exceed £500 million.
