
UK Funds £2 Bus Fare Cap by Converting Climate Finance From Grants to Loans
Prime Minister Andy Burnham's £2 bus fare cap, starting January 2027 across England outside London, is backed by £454 million. About £400 million of that comes from converting international climate finance from grants to loans, with the rest from energy department savings. The total scheme cost is expected to exceed £500 million. The shift repurposes overseas development spending toward domestic transport subsidies.
