Most dog owners will not need a permit

Ministers said dog owners in England, Wales and Scotland will not need a licence, like a permit to keep a dog. The Department for Environment, Food and Rural Affairs said it will not bring in a scheme. It gave the decision with its Responsible Dog Ownership taskforce report on 24 September. Owners in Northern Ireland still need a licence.
