Labour promises to freeze the tax on petrol — Treasury says it'll cost at least $1.8 billion

Labour wants to freeze the tax added to petrol for a full term, blocking a 12-cent-per-litre rise due in January. Treasury says that would cost about $1.8 billion over three years. Labour would also use $65 million a year from the transport budget to cap bus and train fares.
