Government starts spending £39bn on new affordable homes in England

The government has begun its £39bn plan to build affordable homes in England. The first phase funds 70,000 homes outside London and at least £6bn for the capital. About 60% will be social housing — rent well below normal market prices. The charity Shelter said it is not enough. Just 12,000 such homes were built in England last year.
