Men who killed PC Harper could leave prison early next year

Two of the three men sent to prison for killing PC Andrew Harper in 2019 could be let out early next year. The government is freeing some prisoners because jails are too full and may run out of room by October. Killing someone by accident — manslaughter — was not on the list of crimes kept off the scheme. Ministers have not said how they will stop it.
