
PC Harper's killers eligible for early release next year as manslaughter omitted from exemption list
Two of the three men jailed for the manslaughter of PC Andrew Harper, who died in 2019, will become eligible for early release next year under the UK government's prison overcrowding scheme. Manslaughter was not included among the serious offences exempted. Ministers say prison spaces may run out by October. The government has not said how it will prevent their release.
