US and Italy block UN pandemic-preparedness declaration

The United States and Italy rejected a UN pandemic prevention declaration on 25 September, blocking consensus adoption at a General Assembly high-level meeting. The US said it was "not in a position" to support the text. Most members backed it. Such declarations are nonbinding signals of intent, so the split leaves shared resolve in doubt ahead of further talks.
