US and Italy Block UN Pandemic-Prevention Declaration

On 25 September, the US and Italy refused to back a UN pandemic-prevention declaration, blocking consensus at a General Assembly high-level meeting. Most members supported it. The US said it was "not in a position" to support the text. Since such declarations are nonbinding signals of intent, not law, the split raises doubts about shared resolve ahead of further talks.
