PBO says operating budget won't balance until 2029-30, disputing Carney

Parliamentary Budget Officer Annette Ryan projects Ottawa will not balance its operating budget — day-to-day spending — until 2029-30. The 2025 budget set the target at 2028-29. Prime Minister Mark Carney told Toronto's Canada Investment Summit the government would beat that timetable by a year. The PBO provides non-partisan analysis to Parliament.
