Apple replaces EU per-install fee with flat 5% commission on out-of-store digital goods

Apple on August 18, 2026 replaced the EU's per-install Core Technology Fee with a flat 5% commission on digital goods sold through apps distributed outside the App Store or on the web. The change eliminates the fixed €0.50-per-install charge that penalized high-volume, low-revenue apps. In-app purchase fees drop to 26%, with alternative payment processors paying 20%. The overhaul follows a 500-million-euro DMA fine in 2025.
