Apple scraps per-install Core Technology Fee in EU, replaces with tiered commission

Apple will eliminate its per-install Core Technology Fee in the EU on October 1, 2026, replacing it with tiered commissions: 26% on Apple in-app purchases, 20% on alternative in-app payments, 15% on external link purchases, and 5% on fully out-of-store transactions. All EU developers move to a single set of business terms under the change.
