The Department of Homeland Security contracted a Phoenix-based firm to train Special Response Teams at Fort Benning. The company's founder, David S. Norman, a former police officer with four lethal shootings on record, secured the $27,748 deal. His background, documented in a 2021 deposition, apparently did not trigger deeper vetting before his selection as a federal instructor.
