VAT cut funded by axing a scheme the OBR says was never funded

Downing Street said removing VAT from electricity bills would be paid for by scrapping digital ID cards. But the OBR — the UK's independent fiscal watchdog — said in November 2025 that no money had actually been set aside for those cards. Cancelling unfunded spending may not free up real cash, undermining the new government's first fiscal pledge.
