Bill C-40 would make defence agency an arm's-length Crown corporation
Ottawa has tabled Bill C-40 to turn the Defence Investment Agency into the Canadian Corporation for Defence Investment. It would be a Crown corporation — a government-owned company run by a board, operating at arm's length from ministers. Ottawa says that distance would speed up military purchasing and give the agency more day-to-day buying power.
