U.S. negotiators want Canada to ease rules promoting French and Canadian content on streaming platforms. Canada's 2025 Throne Speech tied the rules to francophone minority protections. USTR Greer called them "discriminatory." Ottawa's counter-tariffs — retaliatory import taxes — take effect September 8, 2026.
