Libya's Rival Factions Sign Election Pact — But Their Own Institutions Reject It

Libyan negotiators from rival factions signed an initial election pact in Tunis on August 20, 2026, under UN auspices, covering electoral laws and restructuring the elections commission. But members of both institutions they represented — the eastern House of Representatives and the Tripoli-linked High Council of State — disavowed it, claiming the negotiators lacked a mandate. Libya has had two administrations since 2014.
