
California committee advances first standalone post-production tax credit, 35–50% refundable
AB 2319 cleared California's Senate Appropriations Committee 5-1 on 13 August 2026 and heads to the Senate floor. The bill would create the state's first standalone tax credit for film and TV post-production — editing, sound and VFX — worth 35%–50% of qualified expenses, refundable. It faces a 31 August deadline and still needs $100 million in funding via a separate budget bill. Governor Newsom has not weighed in.
