Chile's Worst Rains in Years Kill Five, Trap 99,000

Chile declared an emergency after record rain — over 200 mm, or about eight inches — caused floods and mudslides. Five people are dead, several missing, and 99,000 stranded. The emergency declaration lets the government take control of supplies and limit where people can go in the hardest-hit areas.
