Why free care in England could cost over £18bn and take decades

Sir Andrew Dilnot said Andy Burnham's idea for care in England that is free to use, like the NHS, could cost much more than £18bn and take decades to set up. He said change was further off as Mr Burnham will ask voters at the next election, due August 2029. The Health Foundation put the yearly bill at £18.5bn.
