Palestinian Leader Speaks by Video After U.S. Blocks Trip

Palestinian leader Mahmoud Abbas addressed world leaders at the United Nations by recorded video from Ramallah after the United States refused travel permission to him and his Palestinian Authority team for a second year. The U.S. said they had not kept promises to seek peace with Israel. Abbas said the refusal was unlawful and broke U.S. duties as host.
