U.S. visa denial forces Abbas to address U.N. by video for second year

Mahmoud Abbas addressed the U.N. General Assembly by prerecorded video from Ramallah after the U.S. denied visas to him and the Palestinian Authority delegation for the second straight year. Washington cited failure to meet commitments to seek peace with Israel. Abbas called the denial unlawful and inconsistent with U.S. host-country obligations.
