Spain's leader says Morocco didn't plan the Ceuta border rush, despite a police report claiming it did

A police report ordered by a judge had said Moroccan forces helped about 70,000 people cross. Sánchez admitted Moroccan guards let people through for 10 hours on 30 July but denied it was planned.
