Police cells could fill up without early prison release plan, Labour says

Labour minister Bridget Phillipson told BBC Radio 4 that police cells for people just arrested could fill up unless the government lets some prisoners out early. She blamed the previous Conservative government for not building enough prison space. Under the plan, prisoners spend less time locked up and the rest of their sentence living at home.
